You have to punch a dragon with the whistle in your hand to select it and then it will work. The dragon must stand or fly.

Find dragon eggs:

Dragons do not spawn naturally. Instead, you have to find their nests located in certain biomes. Water Dragon Nests spawn in swamps, Sun Dragon Nests spawn in deserts, Fire Dragon Nests spawn in harsh hills, and more. No matter how rare those nests are, they still breed. No nest is broken.

Crafting amulets

This is often asked when you use JEI. Hollow amulets have a formula and specific types of amulets do not. That form is assumed only when a dragon is trapped in an amulet.

Hatching a dragon

By punching it, you can pick up an egg. Make sure it’s a block and not an entity when you try to pick it up. Place your egg in the specified area, right-click and wait for the egg to start shaking. Hatching takes about an hour. Make sure you are packing each block or the eggs will freeze in time and will take longer to hatch. Eggs will not be lost and will remain in their original location if you leave the area.

Riding/Taming Dragons

You can tame a dragon by feeding it any type of vanilla fish. The dragon will go into spawn mode before it is tamed so the heart is misaligned.
Continue feeding the arowana until you can get it to sit with a stick. Unlike before, you can now tame baby dragons instead of waiting for them to become adults.
You can ride the dragon by right-clicking on the baby dragon or the adult dragon to access the inventory.
Place your vanilla saddle in an appropriate slot of your choice. Now this mod provides a saddle crafting recipe.
A dragon will follow where you are just using the WASD control buttons.
