Coal blocks can be mined with any pickaxe. If mined without using a pickaxe, it will not drop anything.
Crafting
Charcoal blocks can only be crafted from regular coal, not charcoal. Its manufacturing method is similar to other minerals.
Using
Coal blocks are often used to store coal in a compact fashion, or in other words used as a fairly inexpensive building block.

Fuel
Coal blocks can be used as fuel in kilns. A cinder block lasts for 800 seconds (16000 ticks), smelting 80 items. This takes 10 times the duration of a single coal and is 11⁄9 times more efficient (+11.11%) than nine individual coals — which can only melt 72 coals. However, this prevents the use of an inactive oven; while melting an item with a block of coal will waste 7 potential items, melting an item with a block of coal will waste 79 potential items.
Note block
The charcoal block can be placed under the note block to create a “bass drum” sound.

Anecdote
Coal blocks cannot be used as fuel for cargo trucks with burners.
A full pile of cinder blocks will melt in 14.2 hours – more than 42 Minecraft days. That’s fifty times more items than a bucket of lava. However, the player needs 576 coal or 9 piles of coal to do this.
