When used in the space above any solid surface, on any side of any flammable block, or on any side of any obsidian block in a properly illuminated hell’s gate frame Regardless of whether a solid surface is available or not, flint and steel will create fire there.
Flint and steel can be used to light campfires, candles, and candle cakes.
Flint and steel can be used to light nether portals, as any flames that exist within the appropriate obsidian frame will immediately be replaced by nether portal blocks that take up the entire frame.
Using flint and steel on TNT will burn it. Explosive damage caused by TNT when burning flint and steel in this specific way counts as the player’s attack. If the player is sneaking instead, the fire will be placed next to the TNT then the flint and steel have been used.
Flint and steel can be used on the creeper to force it to explode. Explosions started this way cannot be cancelled.
When powered, the dispenser contains flint and steel that can create fire or ignite relevant blocks such as TNT or campfires in the space directly in front of it. This reduces the strength of flint and steel. Dispensers containing flint and steel cannot detonate vines.

Anecdote
In Adventure mode, flint and steel cannot create fire nor can they burn hell gates (unless it has the CanPlaceOn:obsidian tag). However, it can still burn TNT and vines.
The name “Flint and Steel” may be misleading and inaccurate as the game does not have and will likely have steel in the game and is instead crafted from iron. This is similar to the Old Taiga Pine, as there are no pine trees in the game but instead there are Spruce Trees.
In real life, Iron cannot be used as a fire striker, so Mojang had to change its name to Flint and Steel to make it more reasonable. This explains why it is called Flint and Steel but there is no steel in the game.
Steel was mentioned by Mojang as a “stronger” type of iron, but was denied shortly after and there are currently no plans to add it to the game.
Flint and steel cannot light the end portal.
